It probably is an olive tree - they are all over the place here, lining the roads, in the parks. Around October time people go round picking the olives to pickle or make into oil.
Lovely, peaceful photo. I wonder if you had to go there at 6.30 am to capture it with no people around. You're so lucky, no snow in your winters. It has been so brrrr here this winter! I have very happy memories of my six months on an Israeli kibbutz zillions of years ago!
I also lived on a kibbutz for a year many many many years ago, and have fond memories. It was mid-morning just very quiet. It's the sort of place you have to go to, not near any residential or commercial areas so it's usually quiet during school/office hours.
It's called The Rose Gardens and it's full of interesting pathways, pagodas (pergollas? what's the diff?), sculptures, and even a fountain in a small lake.
